Rep.Liza Maza of Gabriela Women’s Party and Makabayan Senatorial candidate rejected the report of President Arroyo on Proclamation No. 1959 and called it “an idiotic plot to further defraud the Filipino people and an ingredient in her recipe for perpetuation of power beyond 2010”.

Maza said this as she, together with Rep. Satur Ocampo of Bayan Muna and the National Union of People’s Lawyers (NUPL) filed a petition for certiorari and Temporary Restraining Order (TRO) before the Supreme Court.

In its report yesterday, Malacanang claimed the existence of armed public uprising for the political purpose of removing allegiance form the national government of the Province of Maguindanao and depriving the Chief Executive of her powers and prerogatives to enforce the law of the land and to maintain public order and safety.

“She is using the Ampatuan massacre as a launching pad for creating a scenario to justify a declaration of Martial law. These are mere alibis concocted to create a scenario of rebellion versus the government. How can pro-Arroyo warlords rebel against their own patrons? ” Maza said.

Maza stressed that there is no factual basis in declaring Martial law in Maguindanao. “Malacañang is obviously painting an ambiguous picture to divert all our efforts to achieve justice for the 57 victims of Maguindanao massacre. It is strongly condemnable how Arroyo continues to use the victims and their families as scapegoat for her vicious plans,” said Maza.

Malacañang’s report further cited the quantity and quality of weaponry, the movement of heavily armed rebels in strategic position, the closure of the Maguindanao Provincial Capitol, Ampatuan Municipal Hall, Datu Unsay Municipal Hall and fourteen other municipal halls, and the use of armored vehicles, tanks and patrol cars with unauthorized “PNP/Police” marking all together constitute the presence of armed public uprising.

Maza urged members of Congress to act immediately and revoke the unconstitutional proclamation in no time. ###
