The fourth impeachment complaint was filed last October 13, 2008 to bring to trial Pres. Gloria Macapagal-Arroyo for her betrayal of public trust, culpable violation of the Constitution, bribery, graft and corruption and other high crimes. Among the complainants are Joey de Venecia; mothers of victims of enforced disappearances like Mrs. Editha Burgos (mother of Jonas Burgos), Erlinda Cadapan (mother of Sherlyn Cadapan), Mrs. Consuelo Empeno (mother of Karen Empeno); Arman Albarillo (son of murdered peasant Expedito Albarillo); Ka Daning Ramos of the Kilusang Magbubukid ng Pilipinas; Atty. Harry Roque, and Leah Navaro of the Black and White Movement.

The complaint’s main causes of actions are: the NBN-ZTE and Mt. Diwalwal-ZTE scandals involving billions of dollars; human rights violations such as extrajudicial killings and enforced disappearances; curtailment of civil and political rights such as the imposition of Executive Order 464, declaration of state of national emergency through Presidential proclamation 1017, and the use of the Calibrated Preemptive Response in confronting protests; the Northrail project; fertilizer scam, all constitutive of graft and corruption, bribery of members of congress and electoral fraud in 2004 consitutive of betrayal of public trust and graft and corruption.

Gabriela Reps. Liza Maza and Luz Ilagan joined Bayan Muna Reps. Satur Ocampo and Teodoro Casino, Anakpawis Rep. Rafael Mariano, Bukidnon Rep. Teofisto Guingona III and former Speaker Jose de Venecia as one of the endorsers of the said complaint.

The complaint was junked and deemed "insufficient in substance" in the Justice Committee and the Plenary Session at the Lower House.
