“President Duterte has chosen to place peace saboteurs near the negotiating table by appointing in his first year 59 retired military and police officers to the Cabinet and other key government positions – officers who are not interested in socio-economic reforms at all.”
This was the statement of Gabriela Women’s Party (GWP) Rep. Arlene Brosas as President Duterte appealed on Saturday to end the armed conflict so that the peace talks with the NDFP to proceed.
“The military is actually emboldened to carry out its all-out war against the people with several from its ranks, who have records of corruption and gross human rights violations, now manning key government posts. Peace will never come that way,” Rep. Brosas said.
“President Duterte is being presented with a golden opportunity to pursue strategic reforms in rural development and national industrialization as lasting solutions to the conflict. He should not overlook this to give way for the simplistic appreciation of peace, which is the surrender of people’s demands as pushed by the military men in government like Sec. Lorenzana,” she added.
Gabriela has filed House Bill 5712 banning military officers from being appointed to executive posts in the bureaucracy.
Brosas said HB 5712 seeks to strengthen civilian authority over what has been a creeping militarization of the government under the Duterte presidency. #
